That Kevin Thelwell is leaving Everton is no surprise, since the club announced in March that there would be a restructuring of the front office, leaving the out of contract Director of Football without a job once the season ended.
But the recent rumors about Thelwell's next move have been confirmed: he will join Rangers in the Scottish Premiership when his contract officially ends at Everton:

Thelwell's time at Everton was mostly limited by PSR restrictions and former owner Farhad Moshiri's unwillingness to spend money even in the best financial circumstances.
He was previously the Sporting Director at Wolverhampton Wanderers from August of 2016 until February of 2020, having previously served as the club's Academy Manager from January 2013 until being elevated to the Sporting Director role.
Thelwell left Wolves for New York Red Bulls to take on the Director of Football role in 2020 and worked in that position until joining Everton almost exactly two years later.
His background also includes managing the U18 squad at Wolves and Derby County, as well as coaching the academy squad at Preston.
It's unfortunate that Thelwell is leaving Everton, because by all accounts he did a good job during his tenure, especially considering how little money the club could spend due to PSR restrictions and how shambolic the managerial situation has been through much of his time on Merseyside.
He worked with Frank Lampard, Sean Dyche, and David Moyes all in that three year span, and saw the club avoid relegation on three separate occassions.
While he leaves the club in a better place, the hope is that the new structure proposed by The Friedkin Group will continue to allow Everton to grow.
