Now, according to some reports, Everton are once more looking hard at the West Bromwich Albion starlet as David Moyes searches for new wide attacking talent.
The Toffees manager has a long list of requirements to rebuild his depleted squad with players needed in defence, midfield, and up front.
Some media outlets claim that the Blues boss wants five or six new faces before the new Premier League season begins in August.
One area of his team Moyes is desperate to strengthen is out wide. At the end of the season, Everton let Jack Harrison and Jesper Lindstrom leave as their loans finished after very underwhelming campaigns.
That left the Toffees with only a few options out wide, in particular Illman Ndiaye and Dwight McNeil as the two first-choice players to fill those positions.
Clearly, that is not enough, and the Blues need greater depth overall, but also more pace, creativity, and crucially, goals from the wide attacking players.
West Brom's Tom Fellows is a talented and creative young winger, having enjoyed a strong season last time round in the Championship, although he didn't score many goals.
Fellows looks like a decent longer-term bet, but it is an open question whether he can deliver those sorts of stats in the top flight.
Championship players can often step up, though, and Moyes has said before that he wants to look hard at that league for new talent.
As with every area of the team needing additions, Everton have a huge number of players being continuously linked to them by media outlets.
However, with all these rumours, the Toffees still seem to be very slow to get moving and complete the deals they need and presumably want to.
It is becoming a little frustrating to see what appears from the outside to be a lack of activity and urgency to get these transfer deals over the line.
This is especially harder to understand if recent news about Everton's transfer budget is correct. The Independent claims the Blues have upwards of £150 million to spend, which is a considerable sum.
So, if that is the case, then we all want to see that translated into concrete moves for new players, and as soon as possible.
